Jessica Heitz, Chief Operating Officer of Correctional Healthcare Partners, brings extensive forensic-based mental health expertise across jails, prisons, juvenile facilities, and law enforcement agencies. She has developed mental health policies aligned with custody standards, protecting agencies from litigation. With leadership roles on the Indiana Department of Corrections and California juvenile facilities, she collaborated with probation departments to implement programming and discharge planning that reduced recidivism. At California Department of Corrections, she established treatment programs for parolees, and as Mental Health Director for San Bernardino County Sheriff’s Department, she achieved full compliance with a consent decree and implemented Penal Code 2603. Additionally, Ms. Heitz contributed to NCCHC accreditation for San Bernardino and Ventura County jails and oversaw comprehensive health services for San Diego County jails. Her ability to anticipate industry trends and implement forward-thinking strategies is instrumental in navigating the complexities of the modern correctional healthcare field.
